When is a good time plan for your garden is a question that I get asked all the time. There is no one right answer. That depends on you. There is no wrong time to have your garden designed. Even if it's raining or really hot out, you can still have your garden planned. In fact the best time to have your garden designed is anytime. If it's raining and you can't plant then you can plan. If it's too hot to garden outside then it's perfect to plan. This way when the weather permits you can have a design to install or have professionally installed.
Anytime is also a great time to gather ideas for your garden. I tell all of my clients to go HOUZZ and create and idea book that they can then share with me (or add me as a collaborator). These images that they collect gives me a peak into what they are looking for and the things that caught their eye. You also need to consider possibly having to submit the drawings. If you live in an area with an HOA then they are going to want to see what you are doing. Typically HOA's take 30-60 days to review plans so the sooner you plan and give your HOA something to review the better. While the HOA is reviewing your drawings you can be busy getting bids. There are even some cases when you move into a new constructed home that you may have a deadline of some number of months to complete the garden. Regardless you can always plan. In regards to the installation, other than mother nature halting work the worst time to plant is during the summer when it's really hot out to the point where the plants might not survive due to extreme heat. This is typically from June - August.
